BANNERMAN ASSAULT ADDS TO HOMICIDE STATS

On November 3, 2013, at approximately 1:30 am, members of the WPS and other emergency personnel responded to the 300 block of Bannerman Ave regarding a serious assault involving a victim identified as Gary Nathan Houle (23) years.

Police indicate the victim and another male became involved in a physical altercation which resulted in Houle suffering a serious injury.

WPS Major Crimes Unit Detectives investigated and subsequently charged Jerry Samuel William Francois (26) years with Aggravated Assault.

The victim, subsequently succumbed to his injuries.

As a result, the charges against Francois have been upgraded to Manslaughter.

He was detained at the Provincial Remand Center.

Houle is the twenty-first (21st) murder victim reported this year.

INSIDER COMMENTARY:

The WPS Homicide Unit only investigates serious assaults where the victim’s death appears to be imminent.  The Major Crimes Unit often investigates serious assaults where death does not appear to be imminent.

In some of these cases, the victims health deteriorates and they succumb to their injuries.

At the time of the original investigation suspects are usually cautioned by Police that charges may be upgraded to Murder if the victim dies as a result of their injuries.  By cautioning suspects for Murder any inculpatory statements made during their initial arrest may be used as evidence in Court during their subsequent trial.

Once the victim dies, the accused is removed from jail and processed on the upgraded Murder charges.

Three killings remain unsolved for 2013.

The WPS Homicide solvency rate stands at 85% at this time.
