DISTRICT 3 DETECTIVES PUT ROBBERY SUSPECTS ON ICE

IMG_3044On February 10, 2013 at approximately 11:00 p.m., a 46-year-old male victim was confronted by several suspects after parking his vehicle in a garage located in the 300 block of McAdam Avenue.

The suspects threatened the victim and forced him into his car then proceeded to drive to a nearby Credit Union. The suspects then stole cash from the victim after forcing him to make withdrawals from his account. The victim was eventually released unharmed in the area of Polson Avenue and McGregor Street. The suspects fled in the stolen vehicle and police were notified.

On March 16, 2013 at approximately 10:00 p.m., a 22-year-old male was confronted while sitting in his parked vehicle in the area of Portage Avenue and Young Street. The suspects entered the victim’s vehicle and attempted to rob him of his property. A confrontation occurred at which time the victim drove off with one of the suspects still inside of his vehicle. The resulting altercation caused a motor vehicle collision at which time the victim and suspects fled the area on foot. Police were notified and an investigation occurred.

On March 20, 2013, the suspects responded to an online ad and agreed to sell a smart phone to an unsuspecting victim for an undisclosed amount.

The suspects made arrangements to meet the victim in the area of the 700 block of Flora Avenue. It was at this time the suspects confronted the victim and her two small children while in her vehicle and robbed her of an undisclosed amount of cash.  No one was injured and police were notified.

These investigations continued by members of the District 3 Crime Unit.

On April 20, 2013, due to the continuing investigative efforts of the District 3 Detectives and General Patrol members, Derrick Duff (25) was identified and arrested as a result of an unrelated bicycle theft investigation.  Duff has been charged with the following offences due to his alleged involvement in the crimes under investigation:

  • Robbery with a Weapon
  • Utter Threat to Cause Death or Bodily Harm x 3
  • Possession of Weapon for Dangerous Purpose
  • Breach of Probation.

He was detained at the Provincial Remand Centre.

On April 26, 2013 at approximately 4:10 a.m., members of the WPS spoke with Dalton Roussin (19) regarding an unrelated matter. Roussin was arrested and charged with the following offences due to his alleged involvement in the crimes under investigation:

  • Robbery with a Weapon x 3
  • Possession of Weapon for Dangerous Purpose
  • Kidnapping
  • Forcible Confinement
  • Utter Threat to Cause Death or Bodily Harm

He was also detained at the Provincial Remand Centre.

The investigation is continuing.

INSIDER COMMENTARY:

The allegations described in the noted crimes are indicative of desperate criminals who have no regard for the victims of their crimes who are left feeling terrorized as a result of these ordeals.  Often times, these types of criminals continue on these violent crime spree’s until such time as they are stopped by Law Enforcement.

The level of violence used by offenders who take part in these crimes often escalates the longer the crime spree lasts.  These offenders are often drug or alcohol addicted, dangerous offenders who are desperate to score cash so they can feed their addictions.

Robbery happens to be one of the most serious offences in the Criminal Code of Canada.

Amendments to the Robbery section of the Criminal Code created mandatory minimum sentences for firearm related Robberies that had a dramatic effect on reducing these crimes.  Career criminals adapted and evolved into other methods of crime that came with far less significant penalties. (Drug Trafficking, Dial a Dealer Operations, etc.)

ROBBERY:

344. (1) Every person who commits robbery is guilty of an indictable offence and liable

(a) if a restricted firearm or prohibited firearm is used in the commission of the offence or if any firearm is used in the commission of the offence and the offence is committed for the benefit of, at the direction of, or in association with, a criminal organization, to imprisonment for life and to a minimum punishment of imprisonment for a term of

(i) in the case of a first offence, five years, and

(ii) in the case of a second or subsequent offence, seven years;

(a.1) in any other case where a firearm is used in the commission of the offence, to imprisonment for life and to a minimum punishment of imprisonment for a term of four years; and

(b) in any other case, to imprisonment for life.
