On Sunday, May 12, 2013, shortly after 4:00 am, members of the WPS were in the area of Isabel Street and Pacific Ave when they heard the sound of shots being fired.
The officers subsequently spotted two (2) males fleeing the area but managed to locate them and take them into custody.
Waylon Joseph Mousseau (26) and Frank Joseph Roussin (31) both of Winnipeg have been charged with multiple counts of firearms related offences. Both men were detained at the Provincial Remand Center.
WPS spokesman Constable Eric Hofley declined to confirm if the men had any street gang associations.
Street gang members and associates participate in a large percentage of firearm related crime in the City of Winnipeg. Gang members put a significant amount of time and energy into the acquisition of firearms which are needed to protect “turf,” protect drug stashes and enforce gang discipline.
Older gang members exploit the frailties of the Youth Criminal Justice Act (YCJA) by manipulating, intimidating and using young offenders to participate in firearm related crimes such as drive by shootings, discharging firearm with intent & homicides.
