On October 20, 2017 at approximately 10:45 p.m., emergency services personnel were dispatched to the 700 block of Sherbrook Street regarding a report of a man who had been shot.
On arrival, police located a man suffering from an apparent gun shot wound (s).
The man was rushed to hospital in critical condition and pronounced deceased a short time later.
Police have not identified the victim but indicate he was “known” to police.
This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

Police issue media release identifying the victim as John Tuil Jok (29) of Winnipeg.
No further information was provided.

The man killed in this incident is the 21st reported homicide victim of the year.
At this time last year, the WPS Homicide Unit investigated a total of 20 homicides. The year ended with 26 reported homicides with all but one case being solved.
That translates to a 96% solvency rate.
The Homicide Unit investigated a total of 4 homicide cases in the month of August this year.
There were no reported homicide cases in the month of September, in fact, a total of 54 days have elapsed since the last murder was reported on August 27, 2017.
A total of three (3) of the twenty-one (21) homicide cases reported this year have yet to be solved.
The current solvency rate for 2017 stands at 85%.
(Police solved the first 14 consecutive homicide cases they investigated this year.)
Escalating Gun Violence;
A proliferation in gun violence can almost always be directly attributed to a rise in criminal street gang activity.
Insider information indicates this latest homicide case is gang related.
Several gang tags were observed near the crime scene and in the neighbourhood in question.
Gang tags can provide insight into gang activity and gang tension in a neighbourhood. Street gangs often use tagging as a way to claim turf, threaten or insult rival gangs.
The area around the crime scene is largely residential.
Rooming houses and apartment blocks dominate the landscape.
The “Maryland Tot Lot” – a children’s playground – is located directly behind the murder scene.
Although the playground was deserted, a number of families were seen walking in the immediate area seemingly oblivious to the police presence and yellow crime scene tape.

The WPS is expected to release more information regarding the investigation in the coming days.
That information will likely include the victim’s identity and information regarding the motive for the killing.

The WPS is including the murder of Christine Wood in the 2017 homicide stats when she was believed to have been killed in August of 2016.
An arrest was made in Wood’s case in April of 2017.
Police are calling the victim in this case homicide #22 for 2017.
(The decision to include Wood’s case in the 2017 homicide statistics has the effect of artificially inflating the 2017 homicide numbers.)
