NORTH END OFFICERS STOP DEADLY ASSAULT

On April 28, 2013 at approximately 1:55 a.m., District 3 Police Officers were patrolling in the area of the 300 block of Flora Avenue when they observed two males fighting in the street.

Upon observing the Police, a male later identified as Steven Pangman (21), fled the area on foot northbound toward Selkirk Avenue. Officers quickly determined the other involved male had received life threatening stab wounds that required emergency medical treatment.  EMS was notified and responded to the scene.

Pangman was subsequently located and arrested by a backup patrol unit in the area of the 300 block of Selkirk Avenue moments later.

The victim was transported from the scene in unstable condition but was later upgraded to stable condition.

The investigation revealed an argument began involving several people socializing at a residence. The argument escalated at which time Pangman is alleged to have assaulted two females. It was at this time a thirty-nine (39) year old male intervened. Pangman and the thirty-nine (39) year old male subsequently went outside and began fighting at which time they were observed by police.

The investigation is continuing by members of the District 3 Crime Unit.

Pangman is believed to have street gang associations and a long criminal history with the WPS.

He’s been charged with the following offences due to his alleged involvement:

  • Aggravated Assault
  • Possess Weapon for a Dangerous Purpose
  • Assault x 2

He was detained at the Provincial Remand Center.

INSIDER COMMENTARY:

The sharp eyed Police Officers who stopped this assault likely saved the life of the thirty-nine (39) year old victim in this case.  The indiscriminate use of a knife during an assault often leads to deadly consequences.  In 2012, fourteen (14) of thirty (30) murder victims in Winnipeg were stabbed to death.  In 2013, two (2) of the six (6) murders were reported occurred as a result of stabbings.

Aggravated Assault is commonly referred to as a level III assault punishable by a term of imprisonment for a term not exceeding fourteen (14) years.

Every one commits an aggravated assault who wounds, maims, disfigures or endangers the life of an individual.
