Police Make Quick Arrests in Valentine’s Day Killings

The Winnipeg Police Service Homicide Unit wasted no time identifying and arresting suspects in two unrelated Valentine’s Day killings.

On Friday, February 16, 2018, the WPS issued a press release announcing the arrests.

The Back Stories

On February 14, 2018 at approximately 2:30 a.m., emergency services personnel responded to a call for service in the 500 block of Furby Street. Upon arrival, the body of a deceased adult male was located.

The victim was identified as Joseph Moise Francois (45) of Winnipeg.

Police indicate Francois had been stabbed.

He is the 3rd reported victim of homicide in the City of Winnipeg this year.

Police advise the investigation revealed the victim had been socializing at his residence when a dispute occurred with a man who was known to him.  The dispute escalated to the point where the man stabbed the victim who subsequently succumbed to his injuries.

On February 14, 2018 at approximately 5:30 p.m., Division #11 Patrol Officers located the suspect in the area of Ellice Avenue and Hargrave Street.

Police charged Joseph Allan Ballantyne (55) of Winnipeg with;

  • Manslaughter
  • Fail to Comply with Probation Order

Ballantyne was also processed on an arrest warrant for Fail to Comply with Probation Order and was detained in custody.


On February 14, 2018 at approximately 8:50 a.m., emergency services personnel responded to a stabbing in the 100 block of Charles Walk.

On arrival, the victim was located and transported to hospital in critical condition.

He was pronounced deceased a short time later.

He was identified as Conrad Flett (27) of St. Theresa Point.

Flett was the 4th reported victim of homicide in the City of Winnipeg this year.

Police investigated and learned the victim was in a new relationship and was staying with his female partner when another man broke into the residence. The victim was stabbed and the suspect fled.

On February 15, 2018 at approximately 7:15 a.m., Division 12 Patrol Officers located the suspect in a Westdale neighbourhood.

Police charged Jarryd Rocky Harper (25) of Winnipeg with 2nd degree murder.

Harper was detained in custody.

The WPS Homicide Unit has now solved 3 out of 4 of the reported homicides this year.

Solvency rate = 75%.

In 2017, the 3rd reported homicide of the year was recorded on February 6th.

In 2017, the 4th reported homicide of the year was recorded on February 8th.
