Winnipeg Equals Homicide Record – Gun Fire Cited in Killing

The Winnipeg Police Service Homicide Unit is investigating homicide #41 after a 21 year old man was found deceased in the City’s north end.

On November 13, 2019 at approximately 9:10 p.m., members of the WPS responded to a residence in the 700 block of Dufferin Avenue regarding a report of suspicious circumstances.

On arrival, officers located a deceased man who had been shot.

A post mortem examination confirmed the cause of the man’s death to be homicide.

The deceased has been identified as Dustin Cree Baker (21) of Winnipeg.

No arrests have been made.

The WPS issues a press release indicating an arrest was made on this case on November 22, 2019.

Homicide Unit members arrested and charged Khenedy Xaiyasen (29) who was charged with 2nd degree murder in connection with this killing.

Xaiyasen was detained in custody.

No other information was released.

The WPS Homicide Unit has now solved 8 of 41 reported homicide cases investigated this year – solvency rate = 80.5%.

The man killed in this incident is the 41st reported homicide victim of the year in Winnipeg.

(The City of Winnipeg has now equalled the record year for homicides in a single year.)

Of the 41 reported homicide cases investigated, police have solved all but 10 killings – the solvency rate currently stands at 75.6%.

(Expect the solvency rate to significantly rise as a great many of these killings are still considered to be in the early stages of investigation.)

In 2018, the City of Winnipeg recorded a total of twenty-two (22) homicide cases.

All but one of the cases from 2018 has been solved – solvency rate = 95%.

(The year over year increase to date 2018 – 2019 is a staggering 86%.)

In 2011, the City of Winnipeg recorded a record 41 homicide cases.


Firearm-Related Homicide

In 2019, the WPS has now investigated a total of sixteen (16) firearm-related homicide cases.

This represents a year over year increase of 433.33% from 2018.

In 2018, the WPS investigated a total of three (3) firearm-related homicide cases, a 57% decrease from the previous year.

In 2017, police investigated a total of seven (7) firearm-related homicide cases.

In 2016, police investigated a total of five (5) firearm-related homicide cases.
