Woman Charged with Murder in Deadly Attack

The Winnipeg Police Service has laid charges in the 20th homicide of the year.

On December 6, 2018, at approximately 6:30 p.m., emergency services personnel were dispatched to a report of a stabbing at a residence in the 100 block of Tyndall Avenue.

Upon arrival, an injured woman was located suffering from severe injuries to her upper body. The woman was transported to hospital where she was later pronounced deceased.

The victim was identified as Lisa Marie Kubica (38) of Winnipeg.

Detectives from the Major Crimes Unit conducted the investigation and believe the suspect attended the victim’s home on Tyndall Avenue while armed with a weapon to settle a score with her.

“Lisa Marie Kubica is the 20th reported homicide victim of the year in Winnipeg.”

Police identified the suspect as Phyllis Dawn Pascal (45) of Winnipeg.

Pascal has been charged with 2nd degree murder.

She was detained in custody.

WPS Public Information Officer Constable Jay Murray confirmed the deceased and suspect were known to each other indicating the killing was not a random act.

Murray indicated Pascal was “known” to police.

2018 Homicide Statistics

At this time last year, the City recorded a total of 22 homicide cases.

The year ended with a total of twenty-three (23) homicides – all twenty-three cases were solved – solvency rate 100%.

This year, police have solved a total of 19 of the 20 reported homicide cases – solvency rate – 95%.

Stabbings continue to dominate the manner of death in Winnipeg homicide cases;
